(a) A person may not place a sign on the right-of-way of a road or highway maintained by a municipality unless the placement is authorized by the municipality. (b) This section does not apply to the right-of-way of a road or highway in the state highway system. WebGreat Society legislation, the Highway Beautification Act is now de-scribed as an example of good intentions gone wrong because of weaknesses in the law and a lack of commitment to enforce it. Those charges have some merit, but they overlook the difficulties that confronted any type of national billboard regulation law in the 1960s.
